Rent Guidelines Board

The NYC Rent Guidelines Board (RGB) sets the maximum legal rent increase each year for the roughly one million rent-stabilized apartments in the city. Its nine members are all appointed by the Mayor: two represent tenants, two represent owners, and five (including the chair) represent the general public. The board holds public hearings each spring and votes in June on the increase for one- and two-year leases that take effect that October. On June 25, 2026 the board adopted Order #58, a 0% increase on both one- and two-year leases, the first full two-year rent freeze in its history.
