The BCTC is the umbrella labor organization for New York City's unionized construction workforce, made up of local affiliates of 15 national and international unions representing roughly 100,000 tradesmen and tradeswomen. Led by Gary LaBarbera since 2009, it advocates on workers' rights, job safety, and pathways into union construction careers, and works with developers and city agencies on major building and rezoning projects. It has filed 30 lobbying registrations since 2024, working citywide through Beaudoin & Company on economic development and rezonings tied to construction work, construction workforce and labor issues, and land use decisions affecting the building trades. It reports no city contracts.
