Children's Rescue Fund - Icahn House (legal name Childrens Rescue Fund, EIN 13-3486829) is a Bronx-based nonprofit that has run Icahn House, a family shelter, since 1992 according to its own site, providing case management, daycare, and employment services to homeless individuals and families in New York City. It has no active New York City contracts today; since 1991 the city awarded it $85 million, all now expired, the largest being a Department of Social Services contract, "TIER II FAMILY SHELTER," which grew from $14.2 million to $66 million over 30 amendments (+363%) and was negotiated rather than competitively bid. Of its all-time contract value, 81% ($69 million across 2 contracts) was awarded without a fresh competitive bid, and a 1992 news report described financier Carl Icahn's role in helping open the shelter.
