Delaware County is a New York county government in the Catskills/Southern Tier region, seated in Delhi and governed by a Board of Supervisors. Its tie to city money is a series of intergovernmental road agreements with the NYC Department of Environmental Protection tied to the city's upstate water-supply watershed: a 2016 agreement provided the county $24 million to rebuild more than 40 miles of city-owned roads around the Cannonsville and Pepacton reservoirs, and the county now holds an active $12 million "Delaware County Road Repair Agreement" with DEP. All $38 million in Checkbook-registered city contracts to the county since 2012 carry a "Government-to-government" award designation rather than a fresh competitive bid.
