Most of its $52 million in citywide contract value since 2007 was won through competitive sealed bid; 19% of contract value ($10,007,394 across 7 contracts) was awarded without a fresh competitive bid, chiefly through renewal-not-re-bid extensions of prior tank-maintenance work.
