FST-HEA LLC was formed when FST Technical Services, a testing, inspection, and certification firm headquartered in Chandler, Arizona and backed by Arena Investors, acquired Horizon Engineering Associates (HEA), a building-commissioning and LEED engineering firm that had served as commissioning authority for more than 90 million square feet and $20 billion in construction cost. In New York City it works exclusively for the Department of Design and Construction, holding $13.7 million in active commissioning-services contracts as of August 2026 across 46 registrations, including named jobs such as "Commissioning Services for Roy Wilkins Recreation Center" and "Cx Services 444 Thomas Boyland Community Center," and has been awarded $41 million since 2023 across 77 registrations. Ninety-three percent of that contract value ($38 million across 55 contracts) was won without a fresh competitive bid, mostly through contract assignments and a requirements-contract renewal rather than new solicitations.
