Greene County Soil and Water Conservation District administers the Schoharie Watershed Stream Management Program, a partnership established in 1996 with the New York City Department of Environmental Protection to protect streams, floodplains, and drinking water quality across the Schoharie Reservoir watershed in Greene, Delaware, and Schoharie Counties, according to the district's own website. All of its city funding, $84 million awarded since 2003 for projects such as "Stream Management Plan - Schoharie Watershed" and "WOH Watershed streams and floodplains," has come through intergovernmental agreements with DEP; city contract records show 100% of contract value awarded without a fresh competitive bid. It currently holds $29 million in active DEP contracts as of August 2026 and has been paid $50 million to date.
