Hardesty & Hanover-AKRF is a joint venture between Hardesty & Hanover, a New York City-headquartered infrastructure engineering firm founded in 1887 specializing in bridge design and management, and AKRF, Inc., a New York-based multidisciplinary consulting firm offering environmental, planning, and civil engineering services. The joint venture provides owner's-representative and design/construction support services to the NYC Department of Design and Construction, including contracts for a citywide raised-crosswalks design-build program and Lexington Avenue pedestrian-safety work, together comprising $42 million in city contracts registered since 2021. Of that, 43% of contract value ($18 million, from a single renewal of an owner's-representative requirements contract) was awarded without a fresh competitive bid; the remaining contracts were competitively awarded under a multiple-award structure.
