Harlem United, legally Harlem United: Community AIDS Center, Inc. (EIN 133461695), is a Harlem nonprofit founded in 1988 by activists in a church basement to support people living with and dying of AIDS. Its own site says it now provides HIV/AIDS care, housing, dental care, and a syringe exchange program, and it is headquartered at 306 Malcolm X Boulevard in Manhattan. Checkbook NYC records show $97 million in New York City contracts awarded since 2008 across the Department for the Aging, the Department of Health and Mental Hygiene, the Department of Homeless Services, and the Department of Social Services, including homeless family housing contracts and HOPWA (Housing Opportunities for Persons with AIDS) supportive housing contracts; 55% of contract value was awarded without a fresh competitive bid. The organization has also received $3 million in City Council discretionary funding since FY2009, largely for HIV prevention programs.
