City-funded organization

Ja Underground, PC is the New York affiliate of Delve Underground (formerly McMillen Jacobs Associates), a tunnel and underground infrastructure engineering firm, and is the prime consultant on the Department of Environmental Protection's design contract for the Rondout-West Branch Bypass Tunnel, a Delaware Aqueduct leak-repair project. That contract, "Bypass Program Engineering Support Dutchess Cnty NYS," was awarded through a competitive RFP and accounts for its entire $46 million in active city contracts as of August 2026. Since 2012 it has been awarded $83 million across five contracts with the Department of Environmental Protection and Department of Design and Construction, every one of them competitively bid through an RFP, with $76 million paid to date.
