The New England Interstate Water Pollution Control Commission (NEIWPCC) is a congressionally chartered interstate compact commission, established in 1947 and based in Lowell, MA, that helps New York and the New England states manage water quality, wastewater infrastructure, and environmental monitoring. It holds $141.7 million in active NYC Department of Environmental Protection contracts as of August 2026 (out of $154.6 million awarded since 2005, $25.7 million paid to date) for watershed wastewater planning, capital-replacement and regulatory-upgrade programs, and independent environmental monitoring; all six of its DEP contracts were entered into on a "government-to-government" or renewal basis without a competitive bid, consistent with its status as a public interstate agency rather than a private vendor, and its largest contract grew from $12.85 million to $62.8 million (a 388% increase) through amendments.
