Its NYC work has been almost entirely for the Department of Environmental Protection designing combined sewer overflow (CSO) facilities, such as the Flushing Creek CSO Floatables Facility (its current $2.4 million contract) and earlier CSO planning, Jamaica Bay, and Westchester Creek CSO design work, plus a nominal $1 contract with the City University Construction Fund. The city has paid it $33 million against $40 million awarded since 1988, with 28% of contract value ($11.4 million across 2 contracts) awarded without a fresh competitive bid.
