Passaic Valley Sewerage Commission (PVSC) is a New Jersey interstate/regional government wastewater-treatment utility, established in 1902 and based in Newark, NJ, serving over 1.6 million residents across 48 municipalities in five NJ counties, it is not a private nonprofit or vendor. Under a series of government-to-government agreements with NYC's Department of Environmental Protection dating to 2009, PVSC processes and beneficially reuses NYC-generated biosolids; its current contract is worth $55 million, part of $174.2 million awarded since 2009, all of which (100%) was awarded without competitive bidding as intergovernmental/renewal agreements.
