Payactiv Inc is a financial technology company headquartered in Milpitas, CA, founded in 2012, providing "earned wage access" that lets employees draw pay they have already earned before their scheduled payday through a mobile app, digital wallet, and prepaid card, per the company's own website. During the COVID-19 pandemic, NYC's Department of Sanitation contracted with Payactiv for "COVID-19 Disbursement Of Payments to TLC-Licensed" drivers, an "Emergency" (non-competitive) contract; per Payactiv's own case study, the company used its app to disburse pay to more than 7,500 TLC-licensed drivers, totaling roughly $27 million in wages, for emergency food-delivery routes during the pandemic. The contract's registered value grew from $12 million to $60 million through 19 amendments (a 400% increase), of which $28.8 million has been paid to date; 100% of the vendor's contract value ($60 million, 1 contract) was awarded without a fresh competitive bid, and the contract has since expired with no active NYC contracts remaining.
