Pencco Inc, based in San Felipe, TX according to the company's own site, manufactures and distributes water and wastewater treatment chemicals; the company's site says it was founded in 1984 by Ron Horne as Pioneer Engineering Chemical Company, initially supplying ferrous sulfate to Corpus Christi, and has grown into one of the largest independent suppliers of hydrofluorosilicic acid (the fluoride compound used in municipal water fluoridation) in the country. Its NYC business is entirely hydrofluorosilicic acid supply to the Department of Environmental Protection's Bureau of Water Supply, procured through DCAS. Its current active contract, "Hydrofluorosilicic Acid," worth $8.8 million, was awarded through a buy-against procurement, a non-competitive method; an earlier DEP contract, "PROCURE HYDROFLUOROSILICIC ACID FOR DEP (BWS).," worth $8.6 million, was awarded through an accelerated, expedited bid.
