Zipcar is a car-sharing service, founded in Cambridge, Massachusetts in 2000, that lets members rent cars by the hour or day; it has been a subsidiary of Avis Budget Group since 2013, and in February 2026 Avis closed Zipcar's dedicated Boston headquarters, folding its corporate operations into Avis Budget Group's Parsippany, New Jersey offices while keeping Boston based field and fleet teams. In New York City, Zipcar's business is with the DCAS Division of Municipal Supply Service, which gives city agencies access to car-sharing services citywide; its current largest contract, a $2.7 million renewal, was not put out for a fresh bid, and it also holds a smaller, competitively sealed-bid contract for battery electric vehicle rental, plus occasional small purchase orders from the Department of Health and Mental Hygiene. Zipcar has been awarded $20.3 million in city contracts since 2012, of which 67% of contract value ($13.7 million across 6 contracts) was awarded without a fresh competitive bid.
