Certification of No Harassment
Tenant protection before demolition or conversion permits
Before the Department of Buildings will approve permits to demolish certain residential buildings or change their use, the owner must first get a Certification of No Harassment from the housing agency HPD, a finding that tenants were not harassed out of the building. The requirement has long covered single room occupancy buildings and was expanded to a broader pilot program by Local Law 1 of 2018.
