The Council also passed bills to create an office of insurance affordability, make the certification of no harassment pilot permanent, require quarterly reporting on confirmed firearm discharges, codify the official flag of Staten Island, and clean up dog waste, and it approved a group of Queens, Brooklyn, and Manhattan rezonings along with a James Baldwin Day resolution.
