Coughlan Companies is the parent holding company of Capstone Publishers, a K-5 educational publisher of children's books, literacy programs and digital products such as PebbleGo, headquartered in Mankato, Minnesota, that produces more than 700 titles a year for schools and libraries. Its active New York City contract is a $13 million Department of Education agreement, "To provide Capstone Digital Educational Software," awarded through the DOE's pre-approved vendor listing (a no-bid path), and the company has been awarded $19 million across 18 registered city contracts since 2003. Per Checkbook NYC, 99% of that contract value ($19 million) was awarded without a fresh competitive bid.
