Episcopal Social Services of New York was a New York City child welfare nonprofit providing foster care, adoption, family preservation, early childhood education, and youth programs. In 2015 it renamed itself Sheltering Arms Children and Family Services, incorporating the historic Sheltering Arms agency it had acquired in 2006. Citing years of delayed city contract payments and a shrinking budget, Sheltering Arms ceased operations in March 2023 and filed for Chapter 11 bankruptcy in March 2024, with the city reassigning many of its contracts, including its shelter beds, to other providers such as Rising Ground. On Checkbook NYC the organization (listed under its earlier name) shows $39 million in city contracts awarded since 2006 with the Administration for Children's Services, Department of Education, Department of Juvenile Justice, and Department of Youth and Community Development, all now expired; 62% of that contract value ($24 million across 27 contracts) was awarded without a fresh competitive bid. It also received $1.3 million in City Council discretionary funding across 30 awards between FY2009 and FY2015.
