Kennedy Child Study Center, now branded Kennedy Children's Center (EIN 13-5671639), is a 501(c)(3) nonprofit founded in 1958 as a special education preschool for children with developmental disabilities, operated under the sponsorship of its affiliate Catholic Charities of the Archdiocese of New York and based, per its own website, at 2212 3rd Avenue in East Harlem, Manhattan. It holds no active NYC contracts today; since 2007 it was awarded $67.8 million in city contracts with the Department of Education and Department of Health and Mental Hygiene, of which 98% of contract value ($66.7 million across 2 contracts) was won without a fresh competitive bid, including a $66 million Department of Education contract titled "PROVISION OF SERVICES FOR PRESCHOOL STUDENTS WITT DISABIL" (ended 2012, tagged as a government/legal mandate award and later amended up from $13.2 million) and a $688,000 Department of Health and Mental Hygiene contract titled "MENTAL RETARDATION PROGRAM - CLINIC" (tagged as a renewal, not re-bid). It has been paid $41.6 million to date on its NYC contracts.
