Its only NYC customer is the Department of Finance, which has awarded it 10 contracts since 2007 for parking, camera violation, and Environmental Control Board debt collection, including a current $6.2 million contract for secondary parking debt collection and a $2.6 million tertiary ECB collection contract, both awarded by competitive sealed bid. The city has paid it $28 million against $40 million awarded, with 37% of contract value ($14.7 million across 5 contracts) awarded without a fresh competitive bid.
