Wildcat Service Corporation is a New York City workforce-development nonprofit founded in 1972 by Herb Sturz as the first U.S. organization to run a transitional employment program for people with criminal convictions; it became part of The Fedcap Group in 2011. It has no active NYC contracts today. The city awarded it $46 million since 2009 across contracts with the Department of Education, Department of Small Business Services, Department of Social Services, and Department of Youth and Community Development, all now expired. 87% of contract value ($40 million across 63 contracts) was awarded without a fresh competitive bid, largely discretionary member-item awards for DYCD-funded neighborhood cleanup and sanitation crews (litter, graffiti, and snow removal). Its history also includes a competitively bid ($3.0 million RFP) Department of Education 'Learning to Work' job-readiness program that ran through 2015.
